ecoDa response to 28th regime consultation

ecoDa welcomes the European Commission’s ambition to strengthen Europe’s innovation landscape but cautions that the proposed “28th regime” alone will not drive innovation unless it delivers clear advantages over national frameworks. To be effective, the regime must provide simple, flexible, and cross-border-friendly rules, reduce administrative and financing barriers, and ensure practical benefits such as supportive tax regimes, harmonized insolvency rules, and adaptable governance structures.

ecoDa stresses that Europe should act quickly, focusing on startup-friendly measures that enable scaling, cross-border investment, and access to talent, while complementing legal harmonisation with broader reforms that foster innovation.
