To be effective, the regime must provide simple, flexible, and cross-border-friendly rules, reduce administrative and financing barriers, and ensure practical benefits such as supportive tax regimes, harmonized insolvency rules, and adaptable governance structures.
ecoDa stresses that Europe should act quickly, focusing on startup-friendly measures that enable scaling, cross-border investment, and access to talent, while complementing legal harmonisation with broader reforms that foster innovation.
